Because of NIL money now... it's become the norm that coaches at higher levels are not looking at HS players unless they are "special". It's all about moving up the ladder. Junior with 2 years left, or even a Senior with 1 year left if he fits "the need" (see Neal) MM to P6 etc. Coaches can't wait to develop players anymore. They'll let them go through the "minor league" system. That way, as a coach, you know what you are getting, for the most part (see LJ).

Roster management is the key to success these days. Developing players will become a lost art, College Basketball (and to some degree football)... teams that utilize NIL money) is starting to take on the look of a "Professional/NBA" model more and more each day.

Addendum: It also means that your "system/style of play" will more than likely need to be dumbed down to some degree. Play will look more individualistic as time goes on. Either that, or you will really have to be good at putting the puzzle pieces together when you look at who you are brining in. Not that you didn't have to do some of that before. But since you won't have them for more than a couple of years... MAYBE 3 (almost guaranteed now that that will happen... like "2 and done")., you'll need players who really really do fit and fit like "right now" fit. But again, they'll be somewhat seasoned, So you'll have a better chance of knowing what you are getting.
