Yes. As was just stated in a previous post, Waters signed an NLI with Gtwn prior to backing out of his commitment. Therefore a BE Conf rule says he couldn't commit to another BE school.
Steere never signed an NLI with CU, he verballed to CU. He can transfer to a BE school, or any school as long as NCSt. hasn't made any stipulations.
